		<description>Simple to say.  Not as easy to accomplish.  The political reconciliation that has to take place must be between the Shia, Sunni, and Kurds in Iraq, and that&#039;s a task that the United States can&#039;t accomplish without the cooperation of all of those groups. I think that you can&#039;t get them to start making concessions until the security situation is dealt with. That&#039;s why the military surge is critical to the success of any diplomatic effort in Iraq.

It is entirely possible, of course, that the goal of a government that includes representation from all three groups may be impossible to achieve. But we cannot achieve that goal without providing an incentive for them to come to the negotiating table.</description>
